On April 16, 2026, the inaugural meeting of the 6th National Automobile Standardization Technical Committee (hereinafter referred to as the "National Automobile Standards Committee") was held in Beijing, and Xin Guobin, member of the party group and vice minister of the Ministry of Industry and Information Technology, attended the conference and delivered a speech.

 

Xin Guobin fully affirmed the achievements of the Fifth National Automobile Standards Commission in improving the automotive technical standard system, optimizing the quality of standard supply, and enhancing the international influence of standards, as well as the important role played by promoting product quality improvement and industrial technological progress and supporting China's automobile industry to form a global competitive advantage. Xin Guobin stressed that the Party Central Committee and the State Council attach great importance to standardization work, and General Secretary Xi Jinping has repeatedly issued important instructions and instructions, which provides a fundamental basis for carrying out automobile standardization work in the new era. The "15th Five-Year Plan" period is an important window period for China to build an automobile power and expand industrial competitive advantages, and it is necessary to give full play to the basic and leading role of standards in supporting industrial development and promote the high-quality development of the automobile industry with high-level standards. It is necessary to continue to improve the standard system, systematically plan and forward-looking layout, and build a "15th Five-Year Plan" technical standard system for the automotive industry. It is necessary to speed up the formulation of urgently needed standards, and formulate and release standards for autonomous driving, data security, network security, carbon footprint accounting, and automotive artificial intelligence. It is necessary to strengthen the management of the whole life cycle of standards, innovate working mechanisms, models and methods, increase the publicity and implementation of standards and the dynamic evaluation of implementation results, and form a closed loop of management. It is necessary to strengthen the coordination of international standards and regulations, deeply participate in the formulation of global automotive standards and regulations, promote standard coordination, mutual recognition of testing, and better serve China's automobile industry going global.

 

The meeting read out the announcement of approving the re-election of the National Automobile Standards Committee, listened to the work report of the Fifth National Automobile Standards Committee, deliberated and approved the charter of the Sixth National Automobile Standards Committee, the work rules of the secretariat, and exchanged and discussed the "15th Five-Year Plan" technical standard system and key area system construction plan of the automotive industry, and the organization and management innovation of the Sixth National Automobile Standards Commission. 78 members (representatives) from the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, the Ministry of Transport, the General Administration of Customs, the National Standards Commission and other relevant departments and bureaus, industry institutions, key enterprises and other units attended the meeting.


The National Automobile Standards Committee was officially established in 1988 with 29 sub-technical committees, which is the largest professional standardization technical organization in China, fully responsible for the formulation of domestic standards for automobile products and the coordination of international standards and regulations. By the end of the 14th Five-Year Plan, 1,650 national and industry standards related to automobiles (including motorcycles) have been formulated and released, forming an automobile standard system covering the whole chain, the whole process and the whole life cycle. At the same time, it actively participates in the formulation and coordination of international automotive standards and regulations under the frameworks of the World Organization for the Harmonization of Vehicle Regulations (WP.29), the International Organization for Standardization (ISO), and the International Electrotechnical Commission (IEC), holding nearly 40 important positions and leading the formulation of more than 30 global technical regulations and international standards.
